for their procurement of an innovative wastewater recycling system for the national mint.

Federal Procurement Agency initiated the procurement of a ‘Vacuum vaporizer based wastewater recycling system for the Austrian Mint.’ In this procurement the Federal Procurement Agency Austria asked the market for an environmentally friendly wastewater recycling system that is more resource efficient. Specifically, a system that reduces the need of water. The Federal Procurement Agency Austria applied a negotiated procedure split into three phases. In the first phase suppliers were invited to provide information on their qualifications as a company. After that suppliers submitted their first offer which included a calculation for the Life Cycle Costs (LCC) and a full report with detailed information on wastewater consumption and the savings of the proposed system as well as concentration of waste filtered. Based in the results of the study suppliers were invited to submit their final offer.

Stockholm County Council (Karolinska University Hospital) initiated the procurement ‘Medical imaging for optimization of care flows.’ In this procurement Karolinska Hospital asked the market for medical imaging equipment and for a joint partnership to improve the care flow. The procurement was split into three lots, for each individual care flows, namely: advanced cancer in the pelvis, acute heart disease, and stoke incl. intervention therapy. Specific for this procurement was that if the quality improves and the cost decreases, the supplier’s payment will increase according to a pre-determined incentive mechanism. After a market investigation, the contracting authority started a competitive dialogue. The winners of the three lots were selected based on the offered quality of equipment and the solution regarding how both parties should work together.

Consip initiated the procurement of the ‘Integrated Energy Service Framework Contract.’ In this procurement Consip asked the market to modernise buildings and reduce energy consumption and CO2 emissions. The energy savings are measured through a Measuring and Verification Program. To align incentives, Consip used an EPC based contract in which savings are shared between the supplier and the contracting authority. Prior the procurement Consip analysed and involved the market and applied this knowledge. The procurement was structured around an open tender with 12 geographical lots. The winners of the procurement (7 ESCOs) were awarded through MEAT, which included green award criteria related to energy savings. ANTAS got 4 lots out of 12 for a total amount of 297 Million.

As river management gets more and more complex due to climate change and the multiple demands on the water system, Rijkswaterstaat requires optimal use of the innovative capacity of market parties. To enhance innovation in the field of river maintenance the Rijkswaterstaat program ‘Self Supporting River Systems’ has designed a ‘Learning Space SSRS’ as part of the maintenance contract for the river IJssel and the canal Twentekanaal. The main contract consists of: dredging the fairway, maintenance of sluices, pumping station, installations and river banks with vegetation. The innovative part of the maintenance contract is participation in a Learning Space between government, contractor and a knowledge institute. The MEAT criteria for the selection of the contracting parties of the procurement were not based on proposals for actual innovations but on the proposed approach of the co-creation of innovation in the Learning Space.
The project team of the Learning Space assesses the ideas, consults specialists, decides to further research, makes business cases and starts pilots. The goals of the Learning Space are: processing a continuous stream of innovative ideas and projects, sharing knowledge and experience between knowledge institutes, market parties and contracting authorities, acceleration of innovations and their implementation, and the application of the achieved results. The Galician Public Health Service initiated the procurement of ‘InnovaSaude' and ‘Hospital 2050" innovation programs in 2011. In these procurement processes the Galician Public Health Service asked the market for solutions to foster a safe, fast and intelligent patient centred healthcare system, to improve intra-hospital processes and also to create new services that should enable the development of a “hospital of the future". Especially for these products and services that result from the health innovation projects, the procurement process included a solid market dialogue with more than 100 participating entities. The procurement resulted in the award of 33 different innovation contracts that have delivered an infrastructure to support innovation projects and multiple scenarios to evaluate and validate new heath products and services.
